Key messages from the Joint Committee of Clinical Commissioning Groups on 4th October

The Joint Committee of Clinical Commissioning Groups (JCCCG) is a meeting of the CCGs in Lancashire and South Cumbria and will be responsible for making decisions about any future proposals referred to it by the CCGs. Decisions that will be referred if they require a Lancashire and South Cumbria approach, but most decisions about healthcare will continue to be taken locally.

The committee is held in public and chaired by Phil Watson CBE, who is independent of the health organisations. The key messages below are from the committee held on 4th October 2018 at Leyland Civic Centre.

Commissioning Policies

The Joint Committee approved five commissioning policies for implementation which included:

  • Policy for the excision of uterus for the management of heavy menstrual bleeding.
  • Policy for the management of otitis media with effusion (OME) using grommets
  • Policy for commissioning photorefractive surgery for the correction of refractive error
  • Policy for Supply and Funding of Insulin Pumps for Patients with Diabetes Mellitus
  • Policy for the supply and funding of glucose monitoring devices for patients with diabetes mellitus.

These decisions mean that there is a consistent, evidence-based approach to these conditions or treatments across Lancashire and South Cumbria.

The policy for managing back pain - spinal injections and radiofrequency denervation was asked to be brought back to the Joint Committee of CCGs in November when recommendations from the committee have been considered.

Consultation framework

The Joint Committee approved a Consultation Framework which outlines the principles of involvement, engagement and consultation to be adopted for large scale service change in Lancashire and South Cumbria. The framework is a mixture of legal, mandatory and aspirational requirements in relation to best practice to be applied involvement, engagement and consultation.

Our Health Our Care

The Joint Committee received an executive overview of the Central Lancashire Integrated

Care Partnership and Acute Sustainability programme called Our Health Our Care by Denis Gizzi, Chief Officer for Greater Preston CCG and Chorley and South Ribble CCG.

Questions from members of the public

Members of the public in attendance were given the opportunity to ask questions which were responded to by the presenters and board members. Topics included inpatient mental health provision, public engagement and clinical policy reviews. At the pre-meeting with members of the public prior to the committee, members of the public asked if questions could be raised prior to the meeting.
