Strategic Commissioning Committee

The Strategic Commissioning Committee has a primary role to focus on delivery and decision making for the Lancashire and South Cumbria population with the authority to make decisions at a Lancashire and South Cumbria level. This committee replaces the Joint Committee of CCGs meeting which has been held since 2017.

The purpose of the Committee is to bring together the leadership of the eight Lancashire and South Cumbria Clinical Commissioning Groups (CCGs) together with ICS strategic commissioning leaders who have collectively committed to improve and transform health and care services across the area, delivering the highest quality of care possible within the resources available.

The committee is held in public and chaired independently by David Flory CBE, Independent Chair for Lancashire and South Cumbria Integrated Care System.

If members of the public would like to attend, they are asked to contact the Lancashire and South Cumbria Integrated Care System Team on 01253 951630 or by emailing and provide details of any specific requirements they might have.

Please let us know about your plans as it enables us to organise drinks and seating arrangements at the venue.

A glossary of terms is available here to help understand any language, references or terminology which may be referenced in the committee meeting.

COVID-19 Update – Strategic Commissioning Committee

Whilst under normal circumstances the public are able to attend formal meetings of the Strategic Commissioning Committee which is held in public, Government social isolation requirements constitute ‘special reasons’ to avoid face to face gatherings, as permitted by legislation. Therefore, until further notice all meetings of the SCC will be held virtually by default. The agenda and papers for formal meetings of the committee will continue to be published on the Lancashire and South Cumbria ICS website as normal.

Regarding public questions, we are happy to continue to take any questions received electronically concerning specific agenda items.

Previous Joint Committee of CCGs meetings:

Prior to April 2021, Joint Committee of CCG meetings have been held bringing together Chairs, GPs and lay members from each of the Clinical Commissioning Groups in Lancashire and South Cumbria. In addition, Chief Executives from Lancashire County Council, Blackburn with Darwen Council, Blackpool Council, representatives from district Councils and local Healthwatch attended the meetings. In March 2021, it was agreed that a Strategic Commissioning Committee would be established, replacing the current Joint Committee of CCGs meeting. The previous documents, agendas and papers for previous JCCCG meetings continue to be available below.

We recognise that the meeting papers are not currently in an accessible format and we are working towards fixing this for future meetings. If you require this document in a different format please contact us and we will look into your request.
