Integrated Care System Board
The Integrated Care System (ICS) Board is a partnership board, constituted of a range of NHS, local government, voluntary and community sector organisations working together across Lancashire and South Cumbria.
The role of the ICS Board is to provide leadership and development of the overarching Lancashire and South Cumbria ICS strategy, oversight and facilitation of delivery of sustainability, transformation and design of the future state of health and care.
The Board meets on a monthly basis to consider progress and risks in the implementation of the integrated care system’s aims and objectives and approve any mitigation measures and other action required to assure success, in line with the approved programme.

- Bay Partnership
- Central Lancashire
- West Lancs
- Up to five Non-Executives/Lay Members appointed from among the existing NHS organisations for their experience and knowledge
- Local Authority nominated councillor representatives from each of
- Lancashire County Council
- Cumbria County Council
- Blackburn with Darwen Council
- Blackpool Council
- ICS Executives, including officers from NHSE/I who are part of the ICS Executive Team:
- A Primary Care provider professional representative
- A Voluntary Community Faith Sector representative
- A mental health lead for Lancashire and South Cumbria
- Primary Care Development Lead
- Chair of the Local Workforce Advisory Board
Non-executive directors have been appointed following a formal recruitment process.
These governance arrangements provide a fair approach to representation from individual organisations. No single organisation from the five NHS trusts, eight Clinical Commissioning Groups, four upper tier Local Authorities and twelve districts have a right of veto Lancashire and South Cumbria-wide decisions.
The recommendations that emerge from the priority workstreams of the partnership can be passed en-route to the ICS Board through a number of advisory groups for assurance. This includes assurance on clinical priority by the Care Professionals Board, economic priority by the Finance Investment Group, operational feasibility by the Provider Board and commissioning feasibility by the Collaborative Commissioning Board.
Information for members of the public observing meetings:
To be open and transparent regarding the business of the ICS Board, members of the public are invited to observe the formal meetings. Members of the public can request to observe ICS Board meetings by emailing us and providing their name. More detailed information including deadlines for making requests will be available prior to each meeting as a news item on this website. They will be provided with a link to join the meeting and some important information about joining the meeting. Regarding public questions concerning specific agenda items, we ask for these to be submitted by email to prior to the meeting. We may need to defer any questions should the focus of the meeting need to be re-prioritised at short notice as a result of the ongoing Covid-19 pandemic.

There are currently no scheduled meetings of the ICS Board. We expect that when the new Integrated Care Board (ICB) is established in July 2022, the ICS Board meeting will become the Board meeting of the ICB.
