Key Decisions and Actions

The October meeting of the Central Lancashire Partnership People Board included updates and discussions around the following topics.

ICS People Board update

The Board hear the 24 September meeting of the ICS People Board had included updates from Health Education England, discussions around the Additional Roles Reimbursement Scheme and workforce transformation, and a collective proposal from the HR Directors for funding to help drive forward the work of the People Board across the system. Members noted the proposal had been agreed in principle and looked forward to updates in terms of the progress of the bid at future meetings.

Place Based Involvement Matrix

K Swindley presented an overview of the matrix following discussions at the September meeting where a number of areas had been identified that would be best delivered at place with commitment from partners to the delivery of those areas from a central Lancashire Partnership perspective.

Members agreed to adopt the Place Based Involvement Matrix as the workplan for the People Board moving forward and noted the alignment to the ICS People Board priorities. The key areas of focus are outlined below;

o Staff health and wellbeing and engagement

o Leadership and lifelong learning

o Workforce transformation and new ways of working

o Workforce supply

o Supporting broader social and economic development

LSC Organisational Development Project

The Board welcomed Danielle Coupe, the System Talent, Organisational Development and Leadership Lead for Lancashire and South Cumbria Health and Care Partnership who provided an overview of the Place Based Partnership update. The comprehensive presentation outlined what a robust People and Culture programme would provide, an overview of the key objectives of the People and Culture offer and the high-level timelines in terms of scoping, diagnosing, socialising, proposals, delivery and testing for year one. A summary of the possible options for delivery, key interdependencies/considerations and the actions to date carried out between June and September 2021 was also provided.
